In order to do a good job in recommending excellent fresh undergraduate graduates to study for graduate students (hereinafter referred to as "exempt students") in 2022, these measures are formulated in accordance with the relevant requirements of the administrative measures for recommending excellent fresh undergraduate graduates to study for graduate students without examination in Jilin University (JF [2021] No. 307) and the actual situation of the students promoted by the college.

1、 Recommendation principle

The promotion and exemption work adheres to the principles of fairness, impartiality and openness, implements the systems of collective discussion, collective decision-making and information disclosure in the process of selection and recommendation, and protects the legitimate rights and interests of students. The selection of exempt students pays attention to the comprehensive measurement of students' morality, intelligence, physique, beauty and labor, implements the fundamental task of Building Morality and cultivating people, takes students' Ideological and moral assessment as an important basis for the selection of exempt students, and those who fail to pass the ideological and moral assessment will not be recommended; Highlight the consistent academic performance of students, take the comprehensive academic performance at the undergraduate stage as the most basic selection index for the promotion and exemption work, incorporate the factors in line with the value orientation of students' all-round development into the University's promotion and exemption student selection index system, and comprehensively evaluate all aspects of students' performance.

3、 Recommended form

Selection and recommendation methods include routine recommendation, "direct doctoral students" recommendation, "graduate education support group" recommendation, "special promotion and exemption compensation plan" recommendation, mainly routine recommendation, supplemented by other methods.

（1） Conventional recommendation refers to the recommendation method of selecting excellent students from all fresh undergraduate graduates to enter the master's stage according to the selection conditions specified in these measures. It is the main method of selection and recommendation.

（2） "Direct doctoral students" recommendation refers to the recommendation method of selecting excellent fresh undergraduate graduates with the qualification of promoting and exempting students to directly obtain the admission qualification of doctoral students“ The recommendation and selection method of "direct doctoral students" shall be formulated separately by the University, and the college shall implement it in accordance with the method formulated by the University.

（3） "Graduate education support group" recommendation refers to the recommendation method that the University selects and establishes a graduate education support group from the outstanding fresh graduates of the University in accordance with the spirit of the relevant documents of the Central Committee of the Communist Youth League and the Ministry of education, and selects the best to recommend candidates for examination free postgraduate study. The recommended quota shall be separately assigned by the Youth League Central Committee, and the Youth League Committee of the University shall formulate selection methods according to the requirements of superior documents, which shall be organized and implemented by the college with reference.

（4） "Special exemption compensation plan" refers to the special exemption plan issued by the Ministry of education, which is the recommended way for "normal universities directly under the Ministry of education" and "national defense science and industry enrollment units" to receive policy compensation for the number of places promoted by foreign universities. The number of recommended places shall be separately assigned by the Ministry of education, which directly specifies the professional direction of recommended students and the receiving school, and the college shall implement it in accordance with the measures formulated by the school.

4、 Recommended requirements

The promotion and exemption students must meet the basic conditions for the promotion and exemption selection and meet the requirements for the ranking of the promotion and exemption students.

（1） Basic conditions for the selection of exempt students

1. Support the leadership of the Communist Party of China, have noble patriotism and collectivism, have firm socialist faith, strong sense of social responsibility, abide by discipline and law, be positive and healthy in body and mind.

2. Full time fresh graduates admitted by the university into the national general undergraduate enrollment plan (excluding students with second bachelor's degree and entrusted training).

3. Study hard and study hard with excellent results; Strong interest in academic research, strong innovation consciousness, innovation ability and scientific research potential.

4. Be honest and trustworthy, have a correct style of study, have excellent moral performance, and have no serious dishonesty in academic, academic, moral and other aspects. For students who have received disciplinary punishment, if the punishment has been lifted before the commencement of the exemption (the date shall be subject to the exemption notice issued by the school), the application for exemption will not be affected.

5. Have a good physical health level.

（2） Pushing and exempting performance requirements

The promotion and exemption scores include the assessment scores of all courses (including practical teaching links) opened in the previous four years as required by the college's training program and the bonus scores of quality projects (including students' scientific research achievements in school, participation in competitions and awards, participation in military service, voluntary service and internship in international organizations). It is required that all scores must pass.

1. Students who apply for regular recommendation, "direct doctoral students" recommendation and "special promotion and exemption compensation plan" recommendation are required to have a GPA of 2.5 or above“ Students recommended by the "graduate education support group" are required to have a GPA of 2.3 or above.

2. Students who apply for regular recommendation, "direct doctoral students" recommendation and "special promotion and exemption compensation plan" recommendation are allowed to fail one compulsory course or restricted course, but they must pass it again before the promotion and exemption work of the current year.

Students who apply for the recommendation of the "graduate education support group" are allowed to have failed two compulsory courses or limited courses, but they must pass it again before the commencement of the exemption work in the current year.

3. The result ranking shall be subject to the first examination result, and the results of revision and extra points shall not be included in the ranking calculation. The delayed and make-up examination results approved by the Academic Affairs Office shall be ranked according to the first examination results.

4. The promotion and exemption scores of intercollegiate exchange students must be recognized by the academic affairs office, and shall not be less than 95% of the total credits of all required courses and restricted courses required by the training plan, and the number of courses shall be calculated according to the actual number of courses.

5. Have good foreign language ability and level. The average score of required foreign language courses in the school is more than 75 or the score of CET4 is more than 425 (or TOEFL 80 or above, IELTS 6.0 or above, Japanese N2 or above, Russian) ТРКИ- 2 and above).

（3） Push free student achievement ranking

1. The comprehensive ranking results of the students promoted and exempted are composed of academic achievements and extra points of quality items. Academic achievement means that by the end of the Fourth academic year, students should have completed all the required courses set forth in the training program and the average credit point (GPA) of the limited courses specified by the College (including practical teaching links). Only English II, III and IV in College English courses are included in the comprehensive ranking, and military education is not included in the comprehensive ranking. Quality projects include students' achievements in scientific research, winning prizes in competitions, joining the army for military service, participating in voluntary service, interning in international organizations, etc. the specific bonus points shall be determined and reviewed in accordance with the detailed rules for quality bonus points of the school of public health (attached). Students with the same comprehensive ranking shall be ranked according to their academic achievements.

2. All graduating students of the college must participate in the comprehensive ranking of their major (including professional direction). The comprehensive ranking of students recommended by the general practice is based on the academic achievements of the top 25% of the students in the major (including the major direction). After calculating the bonus points of quality projects, the students whose exemption scores reach the selection line and above are qualified for exemption“ The comprehensive ranking requirements of students recommended by "direct doctoral students", "graduate education support group" and "special promotion and exemption compensation plan" are the same as those of conventional recommendations.

3. In the comprehensive ranking, if there are students who cannot be recommended (e.g. disciplinary sanctions are not lifted, voluntary abandonment, etc.), the college will no longer remove these students and re rank them. Students who do not enter the recommended scope cannot be shortlisted one by one.

5、 Recommended procedure

The college's promotion and exemption Working Group determines that all majors (including professional directions) participate in the restricted courses promoted and exempted from the comprehensive ranking. The teaching office reviews the academic achievements of all students of the college in the educational administration system in strict accordance with the regulations. The teaching office and relevant functional departments, together with authoritative experts in the research field, form an expert review team to review and identify the quality projects of students applying for exemption from examination in accordance with the implementation rules for exemption from examination for graduate students recommended by the school of public health and the quality bonus standard, so as to eliminate plagiarism, counterfeiting, impersonation and anonymity, Organize relevant students to conduct public defense within the college, review and identify students' academic expertise, and determine the bonus score. The maximum bonus score shall not exceed 0.4 GPa. The comprehensive ranking shall be calculated according to the final promotion and exemption results and publicized on the college website for 10 working days. The teaching office of the college organizes students to declare according to the recommended quota issued by the school, determines the candidates who apply for the regular recommendation, "direct doctoral students" recommendation and "special promotion and exemption compensation plan" recommendation according to the proportion of 150%, and publicizes them on the college website. Finally, the College Promotion and exemption working group selects the best to determine the list of recommended candidates and submit it to the school.
