Proposal on Practicing Thrift and Combating Waste by the School of Public Health

Dear Faculty and Students,

In order to implement the Regulations on Practicing Thrift and Combating Waste by Party and Government Organs issued by the CPC Central Committee and the State Council in May 2025, to strengthen the professional ethics of faculty, to foster a strong sense of thrift and economy among all teachers and students, and to promptly align our thinking and actions with the decisions and arrangements of the Party Central Committee,

We hereby issue the following proposal:

1.Establish Correct Values. Firmly establish the mindset that thrift is honorable and waste is shameful, and that we must live within our means. Vigorously promote the fine tradition of hard work, diligence, and frugality. Oppose extravagance and waste. Embrace civility and bid farewell to bad habits.

2.Save Water. Use water resources rationally. Avoid leaving faucets running at full force. After use, or when you see a dripping faucet, please turn it off promptly. If you find any damaged fixtures, please report them for repair in a timely manner.

3.Save Electricity. Make full use of natural lighting and eliminate unnecessary lighting. After finishing work, study, or experiments, please turn off the power of all relevant electrical devices promptly, including office and study room lights, computer hosts, monitors, and experimental equipment. Use air conditioning sparingly. When leaving the office for an extended period, remember to turn off lights and air conditioning.

4.Promote Paperless Office Work. Reduce meetings, reduce documents, and reduce printed materials. Purchase office supplies only as needed. Keep written documents concise. Advocate double-sided printing and electronic office work. Increase the use of video conferences, and make full use of the internet, information display screens, and other means for work to reduce paper and office supply waste.

5.Practice Frugality in Daily Life. Cultivate good living habits. Advocate green commuting. Spend rationally and moderately. Use toilet paper only as needed. Do not engage in blind comparison, do not spend beyond your means, and do not waste food.

6.Practice Frugality in Dining. Actively promote civilized dining etiquette. When dining, take food in moderate amounts, take small portions with each trip, and avoid leaving leftover food on your plate.

Frugality is a treasure of Chinese culture. Protecting, preserving, and passing it on is the responsibility and commitment of every teacher. Frugality is an outward manifestation of professional ethics, requiring us to set an example with integrity and consistency. Frugality is a work ethic and a reflection of comprehensive quality, calling on us to lead by example. Practicing thrift and opposing waste must be upheld in daily life and sustained over time. Let us start now, start with ourselves, and start with small actions—saving a meal, a drop of water, a kilowatt-hour of electricity, and a piece of paper. Together, we will foster a moral culture that values thrift, serve as role models of professional ethics, and make positive contributions to building a "Double First-Class" university and shaping a positive image of the "Public Health Community."
